So I decided to just take the bulbs to them to actually get it done right and when I came back to pay they claimed that the new bulbs I gave them were dead so they had to charge me for new ones... even though I had just tested them myself the night before and they worked fine. I dropped off my car on a Wednesday morning, explained the situation, told them I didn't need the car back until Friday, and they agreed to call me before any work was done.
